tissot: Switch to patchelf v0.17.2 for patching our blobs

[rktdnt]: Adapt with tissot blobs

* All our fingerprint blobs are quite nasty, patchelf v0.9 could
  easily break loading of these fingerprint blobs
* The host patchelf which I previously used for patching these
  fingerprint blobs is v0.14.3 (Debian 0.14.3-1+b1)
